I am thinking about switching from a conventional phone provider over to a VoIP one, but am having problems trying to locate a local provider. I live near Lunenburg, Nova Scotia, Canada. What I want is a local number, along with the ability to pay for whatever minutes I use a month. Where could I find a provider like this?

I have relatives in Ukraine ad calling is expensive. In many countries you can get a local phone number through a VOIP service provider and call international just like calling locally. I would love to get a number for Sevastopol, but almost any city VOIP number is likely to be less expensive than calling direct.
